# Who has the key?

**An audit of Romania's national civil-defence shelter register**

IGSU's June 2026 register contains 6,118 entries. Of these, 934 are marked functional and 199 are marked both public and functional. In every one of Prahova's 225 rows, the longitude repeats the decimal digits from the latitude.

The file publishes locality, address, type, coordinates, declared capacity and status. It does not provide a row-level last inspection date, opening procedure, institutional role responsible for access, current use or estimated clearance time.

> This is an audit of the register, not an operational tool. During a real incident, follow RO-ALERT messages, warning signals and instructions from the authorities.

## The filter

- 6,118 total entries;
- 2,415 marked public, or 39.5% of the register;
- 199 marked public and functional, or 3.3% of the register and 8.2% of public rows.

The 934 functional entries include 734 marked private, 199 public and one with no completed type. Declared capacity is not the number of places available to the public.

The register does not supply a single published national definition for “partly functional”. This project preserves the label without converting it into a degree of safety or availability.

## The Prahova coordinates

Every row bearing the PH code, IDs 3300–3524, has the same decimal part in its latitude and longitude. Row 3304, for example, publishes `44.9507 / 26.9507`. The pattern appears in the official PDF.

The file cannot establish a cause. The coordinates have not been “repaired” through geocoding and do not power proximity, routes or recommendations.

Other signals:

- 12 rows have no coordinates;
- two Sector 4 rows use longitude `30.634821`, east of mainland Romania;
- 687 coordinate pairs repeat across 1,944 rows, sometimes for different addresses.

## What the register knows

For each row, the register may publish:

1. locality and address;
2. declared type: public, private or missing;
3. coordinates;
4. declared capacity;
5. declared status.

It does not publish the inspection date for each row, current use, opening procedure, clearance time or the defects behind the status.

With command posts excepted, Law 481/2004 permits public shelters to have other peacetime uses. They must be cleared within 24 hours during an emergency. The register does not show which spaces have another use or how long each would take to clear.

## The Vâlcea difference

The national register published on 10 July contains 91 Vâlcea rows, 7,217 declared places and 64 public entries. On 25 August, ISU Vâlcea reported 101 shelters, 7,903 places and 74 public shelters.

The difference of ten public shelters and 686 declared places appeared 46 days after publication of the national register. The comparison does not show when the spaces were built or added.

## Countable gaps

- 403 rows without public/private type;
- 66 without capacity;
- 31 without status;
- 12 without coordinates;
- 110 rows in 52 identical groups once the row number is removed.

Identical rows may describe distinct compartments that the register does not distinguish, or they may be duplicates. They have been retained in full.

## Method

The official PDF has 137 pages and SHA-256 hash `e7152518c96e698ed0bdeec5c5576c3bb87aaba4ae245c4cf0c8020f9ef36bc3`. Extraction read the table cells and preserved missing values. All 6,118 consecutive IDs from 1 to 6,118 were checked. Totals were recomputed from rows, while representative pages and anomalies were visually inspected.
