# Odobești bought an "AI solution". The catalogue says the assistant does not use artificial intelligence.

## What the documents show

On 25 August 2026, Odobești accepted a RON 17,500 procurement titled "AI solution implementation services". The filing uses the catalogue item `NAI-MARKETPLACE-TURISM`, described as a marketplace with a virtual assistant.

The public documents tie the same authority, the same supplier and the same catalogue item to three filings published on the same day. One is rejected at RON 37,300. Two are accepted at RON 19,800 and RON 17,500.

The item's public description says the virtual assistant ["does not use Artificial Intelligence"](https://sicap.ai/achizitii/contract/122863995) (in the original: "nu utilizează Inteligență Artificială"). The description separately mentions the option of connecting an on-demand AI service, with that service's costs outside the listed price.

## The calculation linking the filings

**19,800 + 17,500 = RON 37,300**

Two accepted bids add up to exactly the rejected bid and the catalogue item.

## Timeline

Within 21 minutes, the same amount appears in three filings.

At 15:17, the RON 37,300 bid is rejected. Nine minutes later, the same authority accepts a RON 19,800 bid. At 15:38 it accepts another, of RON 17,500, with the "AI solution" in the title.

All three filings show the item `NAI-MARKETPLACE-TURISM`, the supplier NeuroAI Advance SRL and the authority Odobești Town. The shared fields link the documents at the level of the published information.

## The catalogue item

The description says the assistant answers from beneficiary-approved content and does not use artificial intelligence.

This sentence describes the assistant included in the catalogue item. On its own, it does not show how the whole NRRP project was or would be built. That requires the contracts and delivery annexes.

## The project context

The press release on financing contract no. 478/24.08.2026 shows the full project is worth RON 779,420.29 and has two components: an artificial-intelligence virtual adviser and a software platform. (NRRP: Romania's National Recovery and Resilience Plan.)

The accepted procurements analysed here total RON 37,300, about 4.8% of the project. ## The limit of the conclusion

The public filings prove the sequence of times, the values, the status, the catalogue item and the listed supplier. They do not provide the contracts, the delivery annexes, or an explanation for why two accepted procurements use the same catalogue reference.

- **What we can verify.** A RON 37,300 bid is rejected. Two bids, of RON 19,800 and RON 17,500, are accepted. Their sum is exactly RON 37,300.
- **What stays open.** The accessible documents do not show whether the two procurements correspond to distinct deliverables or whether the rejected value was split into two contracts.
- **The question for the town hall.** What different deliverable does the town receive for the RON 17,500 versus the RON 19,800, if both filings use the same catalogue item?
