- Timeliness: reporting year 2024; sheets published June/July 2025.
- Provenance: every row retains the official PDF URL and SHA-256 digest.

## Consistency and risks

- ANRSC describes this as its third benchmarking exercise and says data accuracy is improving; operator values are reported data, not an independent physical audit.
- Non-revenue water includes physical losses plus other non-billed components. The two measures must not be labelled as synonyms.
- Service areas can span multiple counties. County choropleths would imply a false grain.
- A 2024 operator sheet can contain internal copy or table inconsistencies; these are flagged rather than silently repaired.
