Data vintage: SIRUTA May-2021 registry; census figures 1 December 2021 (RPL2021 definitive).
County-seat check: each tip-1 municipality name matches its county's seat (Ilfov excepted — no tip-1; București is tip-9).
Display names prefer T1.22 (correct diacritics/orthography; 9 folded diffs vs SIRUTA asserted by code); SIRUTA fallback for the 158 components absent from the census table. Hyphen artifacts ("LEHLIU- GARĂ") normalized. "VII" is always vineyard-vii (Vii), never numeral 7 — verified by scan; GERSA I/II keep numerals.
