Residual assumption: no village was legally abolished/merged between the SIRUTA
snapshot (May 2021) and census night (1 Dec 2021) in a way that removed it from
T1.22. All 145 still exist in SIRUTA 2022-S1; no 2021 admin-reorganisation law
affecting villages is known. If one existed, the affected rows would be
"abolished", not "zero" — the UAT arithmetic cannot distinguish these, but no
evidence of any such case was found.

Name spellings: published villages use T1.22 diacritics; the 145 absent villages
use ro.wikipedia/GeoNames orthography (fold-matched, see scripts/fix_names.py).
Counts never depend on spellings.
