# Fully online. At the counter.

Romania's official catalogue counts 613 services that can be completed entirely
online. In 502 records returned by its “Online” filter, the “Available channels”
field named only a physical counter, with no online link there. We opened all
613 records.

## One label covers four kinds of record

The [National Catalogue of Public Services](https://serviciipublice.gov.ro/)
defines the 613 as services that can be completed entirely online. The channel
field in the records returned by the same filter divides as follows:

- 502: “At the counter”, with no online link in the field;
- 93: online and at the counter;
- 2: online only;
- 16: “Information currently unavailable”.

The record for [access to scientific
databases](https://serviciipublice.gov.ro/serviciu/acces-la-baze-de-date-stiintifice)
has the level “Fully online”. Its “Available channels” field publishes four
physical addresses and no online destination.

## Three institutions supply almost half of the 502 rows

The Cantacuzino Institute has 121 records in this category, the Romanian Civil
Aviation Authority has 69, and INSEMEX Petroșani has 57. Together, the three
batches contain 247 records, equal to 49.2% of the 502.

In total, 612 of the 613 records displayed the same update date: 17 July 2026.
Concentration by institution and date is compatible with batch uploads. The
catalogue does not publish the process that produced the pattern. These figures
do not measure the quality of services delivered by each institution.

## The share stays near 82%

Grouping by title and institution may merge legitimate services with closely
related names. The main finding uses displayed rows, the same denominator of 613
published by the catalogue.

## What the audit establishes, and where it stops

**Observed:** the “Online” filter returned 613 rows. In 502, the channel field
contained “At the counter”, with no link and no “online” or “e-mail” wording in
that field.

**Calculated:** 502 ÷ 613 = 81.9%. Across the 610 distinct URLs, the result is
500 ÷ 610 = 82.0%.

**Interpreted:** the catalogue cannot demonstrate its count of 613 fully online
services through its own access fields. Its usefulness as an entry point falls
when the destination is missing.

**Unknown:** a record without a link may describe a service available through
another website, by e-mail, or through a form mentioned in another field. This
audit does not test completion of every service.

We read the 31 pages returned by the [“Online”
filter](https://serviciipublice.gov.ro/servicii?digitalizationTier=ONLINE&page=1)
and every detail record. Collection produced 613 rows with zero fetch failures.
Eight records across all four states were independently rechecked.
