# From signal to helicopter

A rescue at sea depends on six handoffs between people and institutions. The joint exercise of 8 September 2026 shows how this chain should work. This page explains each link and states plainly what an exercise leaves unproven: how the chain would behave in a real catastrophe.

## Documented facts

- The SAREX 2026 exercise, scheduled for Tuesday, 8 September 2026. Organiser and coordinator: the Romanian Naval Authority, through the Maritime Rescue Coordination Centre – MRCC Constanța.
- Area: east of Tuzla – Cape Aurora, within the limit of the territorial waters.
- Military assets integrated: one IAR-330 Puma Naval helicopter of the Naval Forces and one IAR-330 helicopter of the 57th Air Base Mihail Kogălniceanu.

The clock of the interactive mechanism is schematic: it shows order, not measured durations.

## Two illustrative deviations

The scenarios are illustrations, not predictions and not operational guidance.

- **The signal is late.** When the distress call arrives late or incomplete, the assessment starts with little data, and the activation squeezes the time that remains. Pressure travels from link to link.
- **The helicopter stays grounded.** When the helicopter cannot fly, search and medical evacuation fall on naval and land assets. The chain reconfigures itself and moves more slowly.

## The thesis

A successful exercise proves that the links connect under prepared conditions. It cannot prove they would connect the same way in a real catastrophe, with rough seas, simultaneous calls and prolonged fatigue. This reservation concerns the format of any announced exercise, not the organisation of SAREX 2026.

What SAREX 2026 tests (from the MoND release): the response capacity of the structures involved; the viability of command documents, standards and operational procedures; reaction times; the information-and-decision flow; intervention capabilities; communications capabilities.

## Method and limits

The page starts from MoND press release no. 283 of 7 September 2026. It invents no times, durations, capabilities, outcomes, casualty details or operational procedures. The exercise was scheduled for 8 September 2026, the day of writing; no official post-exercise material had appeared by then.
