# How debt becomes access

> A judgment, a separate indictment and a widening investigation describe the same sequence: money for debts, a recorded pledge, military information and further payments. CNA says the separate indictment goes further, alleging that the organisation sought a soldier's return to service so collection could continue.

## From debt to access

1. **Need for money.** Debt appears as a motive in the judgment, as the starting point in CNA's indictment account and as the vulnerability under examination in the wider probe. _Court, Indictment, Anonymous sources._
2. **Contact through a loan.** In the separate case, contact allegedly began online while the soldier was seeking money. Investigation sources also describe small loans offered to officers. _Indictment, Anonymous sources._
3. **Debt assistance.** The court found that Pan repaid Fang's debts. In the separate case, the organisation allegedly promised money and financial help. _Court, Indictment, Anonymous sources._
4. **Recorded pledge.** The court record includes videos pledging membership. The separate indictment reportedly describes support for unification and no resistance in wartime. _Court, Indictment, Anonymous sources._
5. **Military information.** Huang supplied classified information; Fang supplied non-classified intelligence. CNA says the separate indictment describes access to nearly 100 records and the transmission of secret material. _Court, Indictment, Anonymous sources._
6. **Payment.** The judgment records NT$414,500 for Fang and NT$467,654 for Huang. The separate indictment reportedly puts Jiang's proceeds at nearly NT$600,000. _Court, Indictment, Anonymous sources._
7. **Recruit colleagues.** Fang tried to recruit a colleague, and Pan recruited Huang. Anonymous sources say the network also rewards members for bringing in new sources. _Court, Anonymous sources._
8. **Return to service.** CNA reported that the indictment alleges Jiang agreed to return to the military so collection could continue: departure on 20 January 2025, return on 16 June 2025. _Indictment._

## Choose an evidence grade

- **Court finding, appealable:** The court found that Fang and Huang sought to address their debts, accepted financial support and sent videos pledging membership in Wolong Hui. Huang supplied classified information; Fang supplied non-classified intelligence. Fang tried to recruit a colleague, while intermediary Pan repaid Fang's debts and recruited Huang. The judgment may be appealed.
- **Indictment allegation:** CNA reported that the indictment accuses Jiang of meeting an organisation member while seeking loans, recording a loyalty statement, accessing military documents and receiving nearly NT$600,000. The same report says he left service in January 2025 and returned in June 2025 after allegedly agreeing to continue collection. A court has not adjudicated these charges.
- **Anonymous-source report:** Sources quoted by the Taipei Times say investigators are examining more than 20 people, including several serving army captains. They describe small loans, deepening debt, loyalty oaths and rewards for information or new recruits. Prosecutors have not published an equivalent account of this wider picture.
- **Analytic inference:** Taken together, the documents and reports support a hypothesis: a financial relationship can reveal vulnerability, create obligation and preserve access. Terms such as spotting channel, access preservation and source placement belong to this page's analysis. The sources do not present the whole mechanism as a proven fact.

## Access is restored

The return to service changes the shape of the case. If the charge is proved, the financial relationship outlasted the job and helped restore institutional access. In intelligence analysis this resembles access preservation or source placement. That comparison is an interpretation.

The timeline and the alleged agreement with the organisation come from CNA's account of the indictment. They have not been adjudicated.

## Who learns first that a service member is in financial trouble?

Investigation sources say prosecutors are tracing money flows and trying to learn how vulnerable service members were found. That is the institutional question: who notices financial distress before it becomes a recruitment relationship?

### Possible channels, not established in the widened investigation

- online loan searches
- informal lenders and intermediaries
- commercial data or social networks
- colleagues identified by people already recruited

Public sources do not yet show which channel identified the officers in the widened investigation. This list describes hypotheses, not findings.

## Four statuses, one rule

A claim stays within the strongest source layer that supports it. The judgment establishes facts for the people it adjudicated. An indictment states charges in a separate case. The widened-investigation account relies on anonymous sources. Analysis connects the mechanism and keeps its label.
