In the Ministry of Housing, Communities and Local Government's latest table, 974 of 1,357 buildings are in the category "not started, no plans in place". That is 71.8%, rounded to 72%.

MHCLG identifies 2,621 buildings with life-critical fire-safety defects under the developer remediation contract. Developers have committed to remediate the defects or pay for remediation, including cases where work is carried out through a government-funded programme.
Viewed as a whole, the table says that 37% of the buildings are in the category "not started, no plans in place". That is the number you get when you divide 974 by all 2,621 buildings. The more useful question is what is happening inside the group where work has not started.
That group contains 383 buildings with a plan in place and 974 buildings recorded with no remediation plan. Divide 974 by 1,357 and 71.8% of the group still at the starting line falls into the second category.
MHCLG also estimates 168,000 dwellings in all buildings with defects. Of those, 89,000 are in buildings where work has started or completed. The difference is about 79,000 dwellings in buildings where remediation has not started. The public totals cannot split that number between the two plan-status categories.

The limit that matters
"No plan in place" is a reporting category
The label does not prove that no conversation, draft or preparatory action has existed. It describes how a case appears in MHCLG's table. The page keeps that wording next to the percentage so 72% is not read as an inspection of every building.
How to read the series
The inputs have different reference dates
The edition published on 26 August 2026 reports the position at 31 July 2026. For the buildings in the contract, developer data is as at 30 April 2026 and is received quarterly. MHCLG also updates the series with monthly information from other remediation programmes and imputes some fields when information is missing.
The approximately 79,000 dwellings cover all buildings where work has not started. The source does not show how many sit in each plan-status category.
