# Pax Silica: declarația SUA privind lanțul de aprovizionare al inteligenței artificiale, cine a semnat-o și ce s-a făcut

Pax Silica este o declarație de o pagină, lansată de Departamentul de Stat al SUA la 12 decembrie 2025, în care țările care produc cipuri, extrag minerale și construiesc centre de date își declară intenția de a coopera. Până la 2 octombrie 2026 avea 25 de semnatari. ### Ce este Pax Silica?

O declarație politică semnată de miniștri și ambasadori, nu un tratat. Departamentul de Stat o numește „flagship effort on AI and supply chain security”. Textul nu are secretariat, buget comun, reguli de export sau mecanism de sancționare. Subsecretarul Jacob Helberg a spus la 3 septembrie 2026: „No secretariat, no new bureaucracy.”

### Cine a semnat Pax Silica?

Șapte la lansare (SUA, Japonia, Coreea de Sud, Singapore, Regatul Unit, Israel, Australia), apoi încă 18 până la 31 iulie 2026: Qatar, Emiratele, India, Suedia, Filipine, Finlanda, Norvegia, Olanda, UE, Germania, Grecia, Kazahstan, cinci țări latino-americane și Italia. România nu a semnat; Comisia Europeană a semnat în numele UE.

### Ce a produs până acum?

Trei programe de finanțare, legate de Pax Silica de Departamentul de Stat, cu tavan anunțat de 250, 200 și 50 de milioane de dolari, o zonă industrială planificată în Filipine, o școală de formare lansată la 3 septembrie și o platformă de logistică prin Panama, planificată ca pilot. În comunicatele Departamentului de Stat nu apare nicio sumă atribuită până la 3 septembrie 2026.

### Ce nu conține declarația?

Textul nu numește nicio țară și nu pomenește China, controlul exporturilor, tarifele sau vreo obligație juridică. Deciziile privind controlul exporturilor de cipuri se iau în afara Pax Silica: la 8 decembrie 2025, cu patru zile înainte de lansare, Washingtonul a anunțat că permite vânzarea de cipuri Nvidia H200 către clienți aprobați din China, iar un proiect de lege din Congres le-ar da aliaților 150 de zile să arate progrese în alinierea controalelor, altfel SUA le-ar aplica unilateral.

### Cum se compară WAICO, organizația Chinei, cu Pax Silica?

China și alte 28 de țări au semnat la 16 iulie 2026, la Shanghai, acordul de înființare a Organizației Mondiale de Cooperare în domeniul Inteligenței Artificiale (WAICO), cu 29 de membri fondatori, 37 după 31 iulie. Kazahstanul a semnat ambele texte în aproximativ trei săptămâni. În august a apărut ciorna unei scrisori a Departamentului de Stat către 35 de țări: „To be part of everything is to be part of nothing.”

### A semnat România Pax Silica?

Nu. România nu figurează printre cei 25 de semnatari ai declarației și nici printre cei 35 ai declarației despre IA. Uniunea Europeană a semnat prin Comisia Europeană la 23 iunie 2026.

### Este Pax Silica un tratat?

Nu. Este o declarație politică în 18 propoziții, cu verbe de intenție. Pagina Departamentului de Stat nu spune dacă are caracter obligatoriu juridic.

### Ce înseamnă numele Pax Silica?

Departamentul de Stat explică: „pax” este cuvântul latin pentru pace, stabilitate și prosperitate pe termen lung, ca în Pax Romana sau Pax Americana, iar „silica” este compusul din care se rafinează siliciul, baza cipurilor.

### Care e deosebirea dintre Pax Silica și WAICO?

Pax Silica este o declarație coordonată de Departamentul de Stat al SUA, fără secretariat. WAICO este o organizație interguvernamentală cu sediul la Shanghai, al cărei acord de înființare a fost semnat la 16 iulie 2026 de China și 28 de alte țări. Kazahstanul este în ambele.

## Ce s-a anunțat și ce s-a făcut: nouă mecanisme, la 2 octombrie 2026

- **Serviciul „concierge” pentru semnatari** (fără sumă, pilot, fără rezultate publicate): Pilot care folosește cele „roughly 270 diplomatic posts” ale Departamentului de Stat ca să ajute semnatarii să cumpere produse americane de IA: alimentare, răcire, software, hardware. Nu am găsit rezultate publicate.
- **Pachetul Edge AI pentru Indo-Pacific** (până la 200 mil. USD, nicio atribuire anunțată): Ajutor extern pentru telefoane mobile accesibile, cu sisteme de operare de încredere (Android sau iOS). Fereastra de depunere a fost de 90 de zile de la 19 februarie 2026; finanțarea depindea de fonduri disponibile și de notificarea Congresului.
- **Fondul Pax Silica și consorțiul de investitori** (250 mil. USD intenționat, nicio atribuire anunțată): Departamentul de Stat „intends, working with Congress, to allocate” 250 de milioane de dolari pentru minerale, infrastructură critică și producție de semiconductori. Consorțiul de investitori reunește active de peste 1.000 de miliarde de dolari aflate în gestiunea membrilor săi, nu o sumă angajată: The New York Times a corectat acest punct după anunț.
- **Zona de securitate economică din Filipine** (1.619 ha (4.000 de acri), planificat): Un parc industrial în Coridorul Economic Luzon, New Clark City. La 14 septembrie 2026, un ziar filipinez scria că acordul-cadru care îl va guverna „is currently being completed” și că un oficial filipinez spune că firmele din zonă vor fi supuse legii filipineze.
- **Pax Pass: platformă de logistică prin Panama** (până la 50 mil. USD, nicio atribuire anunțată): Verificarea mărfurilor, evaluarea riscului cu ajutorul IA și procesare vamală accelerată pentru transporturile „de încredere”, planificate ca pilot cu porturile și vama Panamei. Cererea de propuneri a fost publicată la 12 august și s-a închis la 20 august 2026.
- **Foundry School, cu Universitatea Stanford** (fără sumă, făcut): Anunțată la al doilea summit, în iunie; lansată la 3 septembrie 2026. Programul prevede 17 sesiuni susținute de directori din industrie, pe opt campusuri, pentru antreprenori, ingineri, tehnicieni și conducători industriali americani. Evenimentul de lansare a avut loc la 3 septembrie 2026.
- **Declarația comună despre oportunitățile IA** (fără sumă, făcut): Semnată la 25 iunie 2026; 35 de semnatari erau listați la 26 iunie. Țările spun că sprijină „the adoption of policies and frameworks that advance technological innovation” și că vor explora exportul comun al „AI stack”.
- **Parteneriatul strategic SUA-Israel** (fără sumă, făcut): Declarație din 16 ianuarie 2026 despre IA, semiconductori, spațiu și energie, cu Israelul ca „Pax Silica node”. Textul spune că „does not create legally binding rights or obligations” și că „nothing … commits the participants to the expenditure of funds”.
- **Parteneriatul SUA-India privind oportunitățile IA** (fără sumă, făcut): Addendum bilateral semnat la 20 februarie 2026: reglementare favorabilă inovării, cooperare pe infrastructură energetică, minerale critice și semiconductori „de încredere”. Fără termene sau bugete.

## România: ce se știe și ce nu se știe

- **România nu a semnat niciun text.** Nu figurează nici printre semnatarii declarației Pax Silica, nici printre cei 35 ai declarației despre IA (listele Departamentului de Stat, citite la 2 octombrie 2026). Potrivit CSIS, niciun stat membru UE nu a aderat la WAICO.
- **Este unul dintre cele 15 state membre ale UE care nu au semnat în nume propriu.** Dintre cele 27 de state membre, șase au semnat declarația Pax Silica (Finlanda, Germania, Grecia, Italia, Suedia, Țările de Jos), alte șase doar declarația despre IA (Danemarca, Estonia, Letonia, Lituania, Polonia, Portugalia), iar 15 niciuna: Austria, Belgia, Bulgaria, Cehia, Cipru, Croația, Franța, Irlanda, Luxemburg, Malta, România, Slovacia, Slovenia, Spania, Ungaria.
- **Uniunea a semnat prin Comisia Europeană.** Comisia scrie că a semnat „on behalf of the EU” și leagă gestul de pachetul pentru suveranitate tehnologică, inclusiv Chips Act 2.0. Pagina Comisiei nu spune ce înseamnă semnătura pentru statele membre care nu au semnat și nici dacă textul le angajează. Un institut din Bruxelles (BIG) scrie că Comisia a precizat că textul nu este obligatoriu; pagina Comisiei nu conține această precizare.
- **România a participat la reuniunea despre mineralele critice.** A fost una dintre cele 54 de țări reprezentate la reuniunea ministerială de la Washington din 4 februarie 2026, pe care Departamentul de Stat o leagă de Pax Silica. Reuniunea este un proces separat, cu alt grup de acorduri.
- **Poziția Guvernului: necunoscută.** Nu am găsit o poziție publică a Guvernului României despre Pax Silica. Dacă există una, nu se afla în sursele consultate.
