# Rain does not end a drought.

For people in England, local reporters and readers trying to make sense of water warnings.

On 27 August, more than 40 flood alerts were issued in England. In the same week, 71% of England’s land area was in drought. Both observations can be true because they describe different scales: alerts are local and short-lived, while drought is an extensive and persistent condition.

**Short answer:** rain can create a fast local problem without restoring the reserves and river flows that define drought. The Environment Agency’s report for 21–27 August 2026 keeps those scales separate. This is not a property-level forecast and it does not establish a causal link between every shower and every alert.

## What do the more-than-40 alerts mean?

The Environment Agency says heavy rainfall on 27 August led to more than 40 flood alerts. An alert is an operational signal for a place and interval, not a claim that every property in an area flooded. The same report says flooding can happen during drought and is often localised and short-lived.

So the figure answers “where was a local risk being tracked that day?”, not “has the drought ended?”

## What does 71% in drought mean?

On 27 August, 71% of England’s land area was in drought. This is an aggregated territorial measure. The report also notes that August rainfall was only 34% of the long-term average through 25 August, and that 31 of 54 river sites were “notably low” or “exceptionally low”.

Reservoirs did not show a rapid recovery: storage was 59.8% on 25 August, down 2.7% in a week and 18.2% below the average for the time of year. These figures describe water held at a broader scale than one local rainfall event.

## The calculation to keep beside the figures

The report lists 4 river sites as normal, 19 below normal, 21 “notably low” and 10 “exceptionally low”. Therefore:

1. Check whether the signal is local, territorial or hydrological.

3. Do not turn one short, intense rainfall event into a conclusion about restored reserves.
