# Accessibility and language parity protocol

The audit is not a full WCAG certification. It tests the public-service choice and rights journeys that determine whether a resident can refuse, withdraw, understand or delete.

## Minimum checks

- screen-reader labels for consent, refusal, permissions and deletion;
- logical focus order;
- control names that distinguish accept from refuse;
- text scaling to 200% without loss of the choice;
- visible focus and sufficient target size;
- no timer that makes refusal materially harder;
- error messages announced and understandable;
- equivalent service outcome after a valid refusal where the choice is optional;
- policy, consent and deletion route in the service language.

## Language parity

For Romanian and any offered Hungarian version, compare substance rather than the presence of a toggle:

- same purposes;
- same data categories;
- same recipients;
- same refusal and withdrawal rights;
- same contact and deletion routes;
- same version date.

Record missing, stale or materially shortened translations without automatically declaring a legal breach.
