Romania's national register contains 6,118 entries for civil-defence shelters. 199 are marked public and functional. In all 225 Prahova rows, the longitude repeats the latitude's decimal digits.
The file reaches the address, declared capacity and status. It does not publish a row-level inspection date, access procedure or opening time.
This is an audit of the register. During a real incident, follow RO-ALERT messages, warning signals and instructions from the authorities.

03 / THE COORDINATES
Independently measured latitude and longitude should not repeat the same decimal digits systematically.

IDs 3300–3524 all repeat the latitude's decimal part in the longitude. The pattern appears in the source PDF before our extraction.
The file cannot establish a cause. Its practical consequence is clear: these coordinates cannot support a proximity or routing service.
Twelve rows have no coordinates. Two Sector 4 rows use longitude 30.634821, east of mainland Romania. Other positions require independent geocoding before use.

With command posts excepted, Romanian law allows public shelters to have other peacetime uses and requires them to be cleared during an emergency within 24 hours. The register does not identify which spaces need clearing or how long each would take. Law 481/2004, Article 45
05 / TIME
Two official releases describe the county at different moments.
The county release has ten more public shelters and 686 more declared places than the national file. The difference shows why each row needs an update date; it does not show when the ten spaces were built or added.
The county release lists, among other defects, doors that do not seal, blocked mechanisms, missing filters, failed ventilation, leaks and emergency exits that cannot be opened. These examples describe Vâlcea; we do not project them onto the whole country.
06 / THE CHECK
Missing values remain visible. No row was repaired by assumption.
rows form 52 identical groups once the row number is removed. They may describe distinct compartments that the register does not distinguish, or they may be duplicates. We retain them and decline to choose an explanation without a unique shelter identifier.

The results can be reproduced from the official PDF and extraction script.
The IGSU PDF has 137 pages and SHA-256 hash e715…36bc3.
The ruled layout preserves all nine columns and intentionally missing values.
There are 6,118 consecutive IDs, from 1 to 6,118, with no missing or repeated ID.
Totals by status, type, county and missing values come from the rows rather than a copied summary.
The Prahova pattern and rows at the beginning, middle and end were compared with rendered PDF pages.
A register can show an address. Trust begins when it also shows when the address was checked, who opens it and how long that takes.
