Two legal regimes

The catalogue holds two regimes

Emergency Ordinance 25/2026, Official Gazette no. 282 of 7 April 2026, puts two regimes in the catalogue. In non-intervention zones, human activity is barred except for the cases listed in the ordinance. In active-management zones, grazing, mowing and traditional uses on those pastures and meadows are allowed. The GIS file stores the regime on each polygon; mixed codes keep both labels.

On 26 April 2026 the ministry answered claims that the regime banned grazing and mowing. Article 40^6 is the sentence it cited: active management permits those uses on the pastures and meadows in question. Non-intervention is the more restrictive regime of the two. The map colours follow the GIS labels.

After 10 August

Some boundaries moved after the hearing

The 3 August package and the 21 August package both carry the Stage I label. The files differ. Codes appear and disappear. For codes found in both, gained area is the 21 August geometry minus the 3 August geometry; lost area is the reverse. Net is after minus before, from those same polygons.

At Balta Albă - Amara - Jirlău - Lacul Sărat Câineni (ROSCI0005ZPB) the 3 August geometry measures 1,379.68 ha and the 21 August geometry measures 1,198.76 ha (−180.92 ha). Brăila County Council named this code. The ministry reply says 181,60 ha from this zone were excluded, with the forms updated. Clubul Fermierilor Români had already written, on 13 August, that the proposed contour overlapped cultivated arable land in UAT Balta Albă. The table puts the exclusion on the county GIS.

How to read a GIS overlap

A polygon here is a dated proposal

An overlap with a field, a forest stand, a village or a planned road is a reason to open the files. Ownership, compensation rights and the crop on the ground need other evidence. This map has no APIA layer.

The catalogue remains a draft order. A later ministerial order can replace the 21 August geometry. Percentages divide the catalogue area by 23,839,700 ha, the conventional land area of Romania, so they can sit next to the ministry's "about 2.54%" in the minutes. On 21 August that share is 2.54%.

How the areas are counted

Same codes, same metre grid, two dates

Both GIS files use the Stereo 70 metre grid (EPSG:3844). Polygons that share an official code are merged. Area is that merged geometry in square metres, divided by 10,000. Area gained is the 21 August polygon minus the 3 August polygon; area lost is the reverse. Forms supply the conservation text. Observation rows attach only when they name the code.
