Chernobyl over Romania

On the night of 26 April 1986, reactor 4 at Chernobyl exploded. Three days later the cloud reached Romania — and stayed above it for a month. What the instruments recorded, what the papers wrote, and what families were asked to do, day by day.

Four numbers carry the whole story: the extra 1986 dose, the highest deposition on the north-east–south-west axis, the iodine in milk, and the four days of silence before the first news item.

The explosion nobody announced §

At Chernobyl it is past midnight when reactor number 4 runs out of control: an explosion, then a fire that demolishes the reactor building and throws radioactive iodine, caesium and other radionuclides into the atmosphere. The wind inherits a cloud no map was waiting for, and Moscow stays silent.

The cloud first heads north-west, over Scandinavia. Then the weather shifts and the air masses turn south-west. On 29 and 30 April the radioactive cloud reaches Romanian territory, starting in the north and north-east, above the counties of Moldavia.

Four days until the first news item §

Only four days after the explosion does the first record appear in the Romanian press: the bottom of page six in România Liberă, in the World News section, in small type, under the dry title From the Council of Ministers of the USSR — an Agerpres item from the Soviet TASS agency.

The item speaks of a “breakdown” at one of the power units, two dead, three units shut down and “a certain leakage of radioactive substances”. Scînteia reprints it identically, also on page six. About the cloud then entering the country, not one line.

A rain line from Suceava to Reșița §

The cloud enters from the north-east and cuts the country corner to corner, on a north-east–south-west line. Where its passage on 30 April and 1 May met rain, the ground received the heaviest deposits: the drops washed the radionuclides out of the air and laid them on the soil.

In the rainwater and fresh sediment gathered on 1 May 1986 and measured over the following days, every radionuclide species from Chernobyl could be identified. More than twenty radionuclides were found in Romania by gamma spectrometry, among them iodine-131, caesium-134, caesium-137 and strontium-90.

The maximum is nearly ten times Transylvania's later average of 8.3 — and that average was measured one half-life after the accident, when half the caesium had already decayed.

Labour Day under the cloud §

On 1 May the columns set off as every year: festive county gatherings, banners, brass bands. That same day the environment watchdog publishes an assurance: the national network's stations have found “no increase” in radioactivity; levels are “within normal limits”. The cloud is above the country at the very hour the communiqué is read.

Also on 1 May, the Central Committee reviews the situation created by the accident. Two days later Scînteia admits on its front page what the leadership already knew: on the night of 30 April to 1 May “some rises in radioactivity” had appeared “in the north-east of the country”. To coordinate the measures, a party-and-state commission is set up under Elena Ceaușescu.

More than 340 times the peak in Bucharest tap water, 29 Bq/l — while retail milk from the big suppliers reached 1.37 kBq/l. Sheep graze grass, cows get fodder: milk's short chain carried iodine fastest into the pot.

The rules on the fridge door §

On 3 May, together with the admission of the rises, the papers print the commission's guidance — the first rules of that month, addressed to every household. Here they are word for word, because they are the official answer to “what do we do?”.

“Use drinking water only from the urban network, from deep wells or mineral water; ensure the thorough washing with drinking water of vegetables and fruit before eating; children should avoid long outings in the open; farms and individual households should water animals from deep wells and protect wells and fodder by covering them.”

That same week Romania announced — together with Poland — restrictions on some vegetables and dairy, and the distribution of potassium iodide to children as a preventive. It also set up the ad-hoc body at the top: the commission led by Elena Ceaușescu. How much of the announced iodine actually reached children is not known from quotable sources.

The verdict

What the numbers say — and what they don't §

The numbers tell a clear story: a cloud entering the country on 29–30 April on a north-east–south-west axis; four days of official silence; a 1 May spent under the cloud, with the papers assuring “normal limits”; then, on 3 May, the admission and the rules — and the dials showing, over the following weeks, 17 Bq/m³ in air, 29 Bq/l in water, 10 kBq/l in sheep milk and up to 80 kBq/m² on the ground.

What the numbers don't say matters just as much. This page claims no health effect in Romania — that would need evidence we do not have. The World Health Organization finds that, for most people, doses stood at natural-background level, and the reported rise in thyroid cancer concerns children and adolescents exposed through food and milk in 1986 in the three most affected countries — Belarus, Russia and Ukraine.
