In a Romanian apartment block, private life inside each flat sits alongside shared life on the stairwell. In 1990, Decree-Law 61/1990 (official Romanian text) allowed state-funded homes to be sold. Homes occupied by tenants could be sold only to those tenants, after an application. The decree opened a route to purchase; it did not transfer the entire housing stock automatically. In 2025, Eurostat reported that 93.2% of Romania’s population lived in a household where at least one member owned the home occupied; Slovakia’s share was 93.8%. The measure covers all building types, includes homes still being paid off with a mortgage, and does not count residents of prefabricated-panel blocks.
