From signal to helicopter

A rescue at sea depends on six handoffs between people and institutions. The joint exercise of 8 September 2026 shows how this chain should work. This page explains each link and states plainly what an exercise leaves unproven: how the chain would behave in a real catastrophe.

The mechanism

Six handoffs hold the chain

The invisible difficulty of a rescue at sea lies in the handoffs: each link must receive the information in time and pass it on intact. Follow the chain step by step. The clock is schematic: it shows order, not measured durations.

What happens when one link gives way

The scenarios below are illustrations, not predictions and not operational guidance. They show how pressure travels along the chain when one handoff slips out of the plan.

The signal is late

When the distress call arrives late or incomplete, the assessment starts with little data, and the activation squeezes the time that remains. Pressure travels onward, from link to link.

The chain absorbs the delay up to a point. Beyond it, every handoff inherits the hurry of the one before.

The helicopter stays grounded

When the helicopter cannot fly, search and medical evacuation fall on naval and land assets. The chain reconfigures itself and moves more slowly.

The scenario gives no technical reasons or procedures. It only shows how one missing link rearranges the rest of the chain.

The thesis

An exercise shows the chain. The storm stays unproven.

A successful exercise proves that the links connect under prepared conditions. It cannot prove they would connect the same way in a real catastrophe, with rough seas, simultaneous calls and prolonged fatigue. This reservation concerns the format of any announced exercise, not the organisation of SAREX 2026.

What SAREX 2026 tests

From the MoND release, the declared objectives:

  • the response capacity of the structures involved;
  • the viability of command documents, standards and operational procedures;
  • reaction times;
  • the information-and-decision flow;
  • intervention capabilities;
  • communications capabilities.

What an exercise leaves outside the frame

Questions that an announced scenario, in a known area, with prepared forces, naturally leaves open:

  • the sea on the bad day: wind, waves, low visibility, night;
  • simultaneous calls competing for the same assets;
  • the real behaviour of fire on board and of people in danger;
  • decisions made under pressure, after long hours of searching.

That is why the invisible difficulty remains the chain of handoffs: each one is a place where information can wear thin, and the exercise is the rehearsal that keeps these places in sight.

  1. The signal

    The vessel or a witness → MRCC Constanța. Everything starts with a call: someone in danger, or a witness to the incident, asks for help. Without this first message, no capability moves. The exercise tests here the reception of the call and the incoming information flow.

  2. The assessment

    MRCC Constanța → the activation decision. The centre assesses the incident: where the vessel is, how many people are in danger, which assets must be called. Command documents and the information-and-decision flow are tested.

  3. The activation

    The MRCC → naval, air and land forces. The centre activates and coordinates naval, air and land capabilities: structures of the Naval Authority, ARSVOM, the Ministry of Internal Affairs and the Ministry of National Defence, alongside local authorities and economic operators. Standards, operational procedures and reaction times are tested.

  4. Search and rescue

    Field forces → the people in danger. Ships and helicopters search the area and recover the people. The exercise scheduled one IAR-330 Puma Naval and one IAR-330 of the 57th Air Base. Intervention capabilities and communications between crews are tested.

  5. Medical evacuation

    Rescue teams → medical care. The recovered people are taken into medical care. This handoff connects the sea to the shore. The continuity of the chain down to the medical structures is tested.

  6. The fire on board

    Intervention teams → a safe ship. The scenario also included the response to a fire on board the vessel, an emergency inside the emergency, with rules of its own. Onboard-fire procedures and their coordination with the rescue of people are tested.

The short conclusion: the exercise shows that the chain can be linked end to end under prepared conditions. The hard question stays open: how the same six handoffs would behave in a real catastrophe. The two illustrative scenarios above show how pressure travels when the signal is late or the helicopter stays grounded.
