why it exists
A catalogue can be public and still be hard to reuse.
The observatory makes small points of friction visible: an expired link, a missing licence, a format that demands manual work, or a schema a programmer has to guess.

Seven questions, one sheet.
Every row has the same denominator: resources in the snapshot. States stay separate so a schema problem does not become a verdict about an institution.

How to read a state
A missing response remains missing evidence. The method keeps that distinction useful when the portal or a resource server is having a bad day.
Low-load probes
Links use `HEAD`, then one byte through `GET` when needed. Redirects and response time remain in the evidence.
API when expected
DataStore and the HVD signal provide context. The absence of a declared external API is not automatically a failure.
No personal data in exports
The public snapshot keeps identifiers, selected metadata and results. Emails, tokens and raw rows are excluded.

The JSON keeps relationships between datasets, resources and checks. CSV files are ready for analysis, filtering and citation.
