The stock is not the rise.

In April to June 2026, the ONS estimates that 981,000 UK 16–24-year-olds were NEET. About 60% were economically inactive. But of the roughly 30,000 estimated year-on-year increase, nearly nine-tenths sits in the unemployed category.

01 / THE CONCLUSION

One label, two measurements

NEET says someone is not in education, employment or training. It does not, by itself, say whether we are looking at the present level or movement between two periods.

Of the current estimate of 980,690, about 588,000 are economically inactive and 393,000 are unemployed.

Compared with April to June 2025, the estimated total rises by 29,762. Of that difference, 26,215 comes from the unemployed category.

The calculation shows how two estimates divide. It does not say why they changed, whether the movement will persist or what policy should be chosen.

Who is in the current stock?

In April to June 2026, the NEET label covers two main categories within the 16–24 population.

Economically inactive

They are not in education, employment or training and are not classified as unemployed in this measure.

Unemployed

They have no job and meet the ONS unemployment definition based on job search and availability for work.

The unit matters. The ONS table is a seasonally adjusted LFS estimate, not an administrative count of individually identified people. Boxed numbers are rounded to the nearest thousand.

What made up the annual rise?

The comparison uses the same calendar window, April to June, so one quarter is not confused with the immediately preceding quarter.

How to redo the calculation

The operation is deliberately small: two rows from the ONS table, three subtractions and two sum checks.

  1. 01Fix the population. Use the “People – SA” sheet, United Kingdom, age 16–24, for April to June 2026 and the same period in 2025.
  2. 02Separate the components. Read the Total, Unemployed and Economically inactive columns without mixing seasonally adjusted and non-seasonally adjusted series.
  3. 03Subtract comparable periods. The total difference must equal the unemployed difference plus the inactive difference, allowing only for numeric precision.
  4. 04Round at the end. Display whole thousands and state that the shares are approximations of a survey estimate.

05 / THE BRAKE

What the decomposition cannot say

A well-bounded comparison is useful because it does not promise more than the data measures.

  • AIt is not a cause. “More of the difference is unemployed” describes the component, not the reason the estimate moved.
  • BIt is not a long-term trend. The ONS advises caution with short-term changes and warns that volatility remains in the estimates.
  • CIt is not individual-level precision. Table 2 reports sampling variability, and its note says those values are calculated for non-seasonally adjusted data.
  • DIt is not a local map. The ONS does not publish subnational NEET estimates here. This page stays at the UK aggregate.
The question left open

Is this composition of the estimated rise a signal that persists into the next periods, or a survey movement? The next ONS release is scheduled for 26 November 2026.

Why keep the two bars separate?

Public labels compress a situation. To ask what changed, you need both the level now and the difference from a comparable period.
