The Hour the State Loses

Method and data

What was verified directly from a primary source, what is general context, and what remains an open question.

How the hour field was verified

The CMCD form was downloaded as a Word document from a funeral home that distributes it publicly, and extracted with a text converter, not read from a summary. The official death certificate, Annex 6 published by the Ministry of the Interior, was downloaded as a PDF and extracted in full. Both were read directly, field by field, for the “Date of death” section.

The four kinds of claim

Verified directly means the text was read from a primary document downloaded and extracted for this page, not taken from a summary. Secondary source means a claim reported by someone else who read the primary source, marked explicitly as such. General context means established medical knowledge, with no single source to cite. Open question means something the page raises without settling.

What was verified directly

  • The “hour” field on the CMCD form, read from the downloaded document.
  • The absence of an hour field on the official death certificate, Annex 6, Ministry of the Interior, read from the downloaded PDF.
  • The distribution of heart-attack onset hour in 11,743 RO-STEMI patients, read from the registry’s final report, table 9.
  • The absence of any hourly breakdown in the forensic medicine network’s 2019 annual report, read in full, 56 pages.
  • SIIEASC’s 1921–2020 digitisation dates, read from the project’s official page, Ministry of the Interior.
  • The CARES 2013–2024 results, read directly from the original article published in JAMA Network Open.

What remains unknown

  • The exact content of the BSD form (statistical bulletin for death). It could not be accessed directly; the page relies on inference, explained where it appears.
  • Any link, in the RO-STEMI registry, between onset hour and survival. The report does not publish that cross-tabulation.
  • The real hourly distribution of deaths across Romania’s general population. No public source exists for it, and that is exactly the page’s subject.

The state of this page and how it ages

The page is current to 2 August 2026. It will be updated if an official publication with hourly Romanian death data appears, if the BSD form becomes directly verifiable, or if a reported error is corrected.

Corrections, accessibility, privacy

Reported errors are corrected visibly, with the date of the change. The page works without JavaScript, respects the system preference for reduced motion, and carries no tracking scripts, cookies or calls to external services beyond the font. No interaction sends data off the device.
