A better question than “what new weapons?”
The question “what new weapons has Russia acquired?” yields a shopping list. A question about which wartime adaptations are entering the Russian way of war shows the mechanism. The evidence points to an organisational adaptation with staying power: the army had sophisticated reconnaissance-strike ideas in 2022 and now fields thousands of experienced reconnaissance personnel, integrated sensor-to-shooter processes, and specialist units devoted to destroying the adversary’s ability to see.

Mechanism: electronic reconnaissance reportedly locates the high-powered antennas of concealed Ukrainian drone teams; other systems then attack them. These effects reinforce one another. Destroying an EW system opens operating routes for drones, killing radar closes another detection channel, eliminating crews removes reconnaissance and strike capacity at once. RUSI frames the contest explicitly as a competition for ISTAR dominance, and notes the old distinction between reconnaissance-fire and reconnaissance-strike complexes is itself blurring.

Russia entered the war with theoretically sophisticated kill-chain concepts and struggled to make them work. Deficient munitions stocks and an inability to achieve effective ISTAR dominance were major early constraints. Four years later, the adaptation is partly human and procedural. Russia now has a sizeable cadre experienced in locating small, mobile targets under real combat conditions. It plans repeated attacks against the same system, accounting for the system’s ability to recover after a strike. Mission planning has adapted, command has unified, and expensive weapons can be combined with cheap ones to create simultaneous problems for the defence.

The implication is direct: destroying today’s Russian drone fleet would leave intact the knowledge accumulated by the people who learned where to look, how to close a kill chain, what to suppress first, how quickly an opponent restores capability, and how collection and strike systems should be sequenced.

The learning curve, 2022 → 2026
Expendable vs accumulated
Focus either column. The intellectual burden of this story is separating weapon innovation from institutional learning. Attrition, sanctions and a ceasefire consume weapons; institutional learning survives.
Would Russia copy the Shahed campaign west?
In RUSI’s reading, a Russia–NATO confrontation would follow a different logic from the nightly Shahed campaign. Russian military thinking still places enormous weight on the decisive initial period of a regional war, particularly because a Russia–NATO conflict could escalate rapidly toward the nuclear threshold. Cheap one-way drones that gradually exhaust defences over weeks would therefore offer less value than they do in a long war of attrition.
Weapons with a higher probability of penetrating integrated air and missile defences than cheap one-way drones, and with immediate effects, would receive stronger incentives: cruise and ballistic missiles would take priority, while one-way drones might evolve technologically toward cheaper cruise missiles. Lower-cost systems may still accompany them to complicate defence.

The question concerns whether Romania, Poland or Britain can intercept a hundred Russian drones. It also concerns whether radars, EW teams, UAV operators, communications nodes and targeting cells can remain functional while Russia actively hunts the sensor-and-decision network itself.
Redundancy, mobility, camouflage, decoys, emission discipline, distributed command and rapid crew replacement become part of air defence in the broadest sense.
If it were targeted first in Romania?
These are institutional categories. The exercise stays away from operational locations and vulnerabilities: for every layer of the defence, ask what happens if Russia hunts it first. A future confrontation on the Black Sea flank would begin by identifying and degrading the architecture that makes the defence coherent; numerical mass would be one pressure among several.

Read the limits
This is an independent analysis of public sources.
The claim that these adaptations will endure is a reasoned forecast. Observed evidence concerns changes already visible: experienced reconnaissance cadres, Rubicon’s target patterns, changes in strategic strike sequencing, and publicly available Russian military writing.
Case-specific figures have a limited scope

The reported figure has case-specific scope and has not been independently verified as a general measure of Rubicon’s effectiveness. The broader claim that Russia systematically targets drone operators, EW, radar and logistics rests on a larger body of evidence and independent research.
Precision suppression leaves manoeuvre unresolved
Russia is significantly better at finding and suppressing Ukrainian forces than it was in the opening period of the war, yet still lacks a coherent method for converting that advantage into decisive operational breakthroughs. Tactical precision may produce a battlefield where both sides punish visible movement exceptionally well, without either gaining an easy way to exploit the resulting suppression.
