The ones who never left

The rest of Europe hunted its bears, wolves and lynx to the last animal, country by country, from the 15th century to the 1930s. Romania never went through that moment.

A genetic census completed in 2025, built on more than 24,000 samples from 25 counties, found that Romania alone holds between 10,419 and 12,770 brown bears — over half of what the entire European Union had, combined, only two years earlier. The same mountains hold over 2,500 wolves and the largest stable lynx population on the continent. These are not comeback numbers. They are continuity numbers: while neighboring populations vanished from the map and were flown and caged back in, decades or a century later, the carnivores of the Carpathians never left.

Half the EU's bears, in one country

Until 2025, Romania's bear population was estimated by eye — sightings and tracks — at up to 8,000 animals. A study coordinated by the Ministry of Environment, published in April 2025, replaced that guess with genetics: over 24,000 hair and tissue samples, collected across 25 counties and read as individual DNA rather than tracks that risk being counted twice. The result — between 10,419 and 12,770 bears, at 95% confidence — moved the country's real population to more than double the figure the press had been citing two years before.

The European Commission put the entire European Union's brown bear population, all twenty-seven states, at roughly 20,500 animals in 2023. Romania alone now holds over half of that figure.

Wolves and lynx tell a related story, measured differently. Romania holds over 2,500 of the roughly 23,000 wolves estimated across the whole Union in 2023 — better than a tenth of the total, in a single country. And the Carpathians hold, according to researchers at the Conservation Carpathia Foundation, the largest and most stable Eurasian lynx population in Europe: 1,200 to 1,500 animals, close to one in seven of the 9,400 estimated across the entire Union.

What links these three figures isn't only their size. It's that, unlike almost every other European country, Romania's populations weren't rebuilt from nothing. There was never a nothing to rebuild them from.

Three countries in Europe never hit zero wolves: Romania, Italy and Spain. The difference is how close to zero they came. Italy fell to roughly 100 animals, isolated in the Apennines, by the 1970s. Spain dropped to 200–400, mostly in the northwest, in the same period. Romania's population never went through a bottleneck like that — it declined, but it was never on the edge of disappearing.

A dictator's private bear reserve

There is a specific, documented reason bears in particular survived intact in communist Romania while neighboring populations collapsed: Nicolae Ceaușescu reserved bear hunting for himself and a narrow circle of officials, and banned it for everyone else. By the early 1950s, the national population had fallen to roughly 860 animals. Ceaușescu ordered artificial feeding of bears inside his reserves — to keep the population, and by extension his trophies, growing — and over more than three decades shot somewhere between several hundred and over a thousand bears, depending on which estimate is cited. In 1978, the International Council for Game and Wildlife Conservation credited him with the largest bear trophy ever recorded in Europe.

The side effect of that vanity was an accidental form of conservation: banning hunting for everyone else, combined with tight state control over logging in the same period, shielded the bear population from exactly the pressure that erased it everywhere else on the continent. Conservation researcher Louisa Willcox has called it, in retrospect, an uncomfortable lesson: the most effective protection a species ever received here did not come from a good intention.

That legacy has become a live dispute in recent years. After a fatal attack on a tourist in 2024, Parliament doubled the annual bear cull quota to roughly 500 animals; in March 2026 it doubled it again, to about 900. President Nicușor Dan referred the law to the Constitutional Court, and the European Commission warned that a quota of that size would seriously breach the Habitats Directive — the same EU directive that now, on paper, protects a species a communist regime preserved for reasons that had nothing to do with protecting it.

Romania's figures come from the genetic census coordinated by the Ministry of Environment, published in April 2025 (over 24,000 samples, 25 counties, 95% confidence interval: 10,419–12,770 bears), from Conservation Carpathia Foundation estimates for lynx (1,200–1,500 animals in the Carpathians), and from press-cited figures for wolves (2,500–3,000 animals). The European Union figures — 20,500 bears, 23,000 wolves, 9,400 lynx — are those published by the European Commission for 2023, two years before Romania's census; the direct comparison slightly overstates Romania's real share, since the genetic method corrected an earlier undercount upward rather than measuring pure population growth. The wolf disappearance and return years, by country, follow the best-documented sources cited below; for England and Scotland the exact dates rest on oral tradition rather than contemporary record, and for Denmark and Germany historical sources disagree by a few decades — the instrument above flags these uncertainties where they exist.
