Romania's official catalogue counts 613 services that can be completed entirely online. In 502 records returned by its “Online” filter, the “Available channels” field named only a physical counter, with no online link there. We opened all 613 records. You can inspect every one.

02 · The contradiction inside a record
“Fully online” sits above a single list of counter addresses.
The record for access to scientific databases has the level “Fully online”. Farther down, its “Available channels” field contains four physical addresses and no online destination.
This audit follows the catalogue's published fields. A service title, its description, or a platform found elsewhere does not alter what the channel field says.

03 · Where the rows accumulate
Three institutions supply almost half of the 502 rows.
The contradiction is concentrated. The Cantacuzino Institute, the Romanian Civil Aviation Authority, and INSEMEX Petroșani account for 247 records whose channel field names only a counter.

04 · The repetition test
The share stays near 82%, however the rows are grouped.
The catalogue repeats three URLs, and some titles appear in closely related versions. We recalculated the result at four levels. It ranges from 81.2% to 82.0%.

Grouping by title and institution may merge legitimate services with closely related names. The main finding therefore uses displayed rows, the same denominator of 613 published by the catalogue. Distinct URLs provide the strictest check of certain repetitions.

06 · Method, limits, and sources
What the audit establishes, and where it stops.
- ObservedThe “Online” filter returned 613 rows. In 502, the channel field contained “At the counter”, with no link and no “online” or “e-mail” wording in that field.
- Calculated502 ÷ 613 = 81.9%. Across the 610 distinct URLs, the result is 500 ÷ 610 = 82.0%.
- InterpretedThe catalogue cannot demonstrate its count of 613 fully online services through its own access fields. Its usefulness as an entry point falls when the destination is missing.
- UnknownA record without a link may describe a service available through another website, by e-mail, or through a form mentioned in another field. This audit does not test completion of every service.
How we counted
On 30 August 2026, we read the 31 pages returned by the “Online” filter and every detail record. Collection produced 613 rows with zero fetch failures. A record enters the main category when its “Available channels” field contains “At the counter” and contains no online link.
We independently rechecked eight live records selected across the four states and the institutions with the largest batches. All eight retained the digitalisation level and channels in the snapshot. Two of the 613 rows appeared in the “Online” filter even though the detail field “Digitalisation level” said “At the counter”.
