How debt becomes access

A judgment, a separate indictment and a widening investigation describe the same sequence: money for debts, a recorded pledge, military information and further payments. CNA says the separate indictment goes further, alleging that the organisation sought a soldier's return to service so collection could continue.

    The judgment records NT$414,500 for Fang and NT$467,654 for Huang. The separate indictment reportedly puts Jiang's proceeds at nearly NT$600,000.

    Fang tried to recruit a colleague, and Pan recruited Huang. Anonymous sources say the network also rewards members for bringing in new sources.

    CNA reported that the indictment alleges Jiang agreed to return to the military so collection could continue: departure on 20 January 2025, return on 16 June 2025.

The return to service changes the shape of the case. If the charge is proved, the financial relationship outlasted the job and helped restore institutional access. In intelligence analysis this resembles access preservation or source placement. That comparison is an interpretation.

Who learns first that a service member is in financial trouble?

Investigation sources say prosecutors are tracing money flows and trying to learn how vulnerable service members were found. That is the institutional question: who notices financial distress before it becomes a recruitment relationship?
