Bridges and ferries on the Danube, from Baziaș to the Delta
Danube bridge tolls in Romania from 1 October 2026: what each crossing costs, in each direction
From 1 October 2026 Romania no longer collects a toll at the Fetești–Cernavodă and Giurgeni–Vadu Oii bridges, nor on Giurgiu → Ruse. The rovinietă, its road vignette, stays. Tolls still apply from Ruse to Giurgiu and at Calafat–Vidin in both directions.

bridge toll
- You no longer pay a bridge toll. It ended on 1 October 2026, when the tariff annexes of Order 1,836/2018 were repealed by Order 913/2026.18
- The rovinietă is still required on the national roads that lead to the bridge (A2), except stretches inside the built-up area of municipalities (Law 226/2023, art. 5(1)). The price depends on the vehicle's Euro norm: see below.42

What is not on the map: The map shows the road bridges and vehicle ferries between Baziaș and the Delta, from OpenStreetMap, plus Calafat–Vidin and Giurgiu–Ruse. The Iron Gates dams are not included. Positions are approximate. Rules can change: check with CNAIR, Bulgaria's Customs Agency or the operator before you travel.
What changed on 1 October 2026
Danube bridge tolls rested on Government Ordinance 15/2002. Law 226/2023 repealed it, but the date was postponed twice. In order:
Law 226/2023 replaces OG 15/2002: a rovinietă for passenger vehicles and goods vehicles up to 3.5 t, TollRo per kilometre for goods vehicles over 3.5 t. OG 15/2002 was due to be repealed on 1 January 2026.4
OG 14/2025 moves the deadline to 1 July 2026. Law 14/2026 approved it.6
Law 103/2026 moves the date in art. 24 to 1 October 2026 (in force from 27 June).5
Order 888/2026 (Official Gazette 818 of 25 September) sets the rovinietă by Euro norm: from 20 to 6,249 lei, by vehicle and duration.2
Order 913/2026 (Official Gazette 824) repeals annexes 3, 4 and 5 of Order 1,836/2018, the bridge tariffs of Giurgiu–Ruse, Giurgeni–Vadu Oii and Fetești–Cernavodă.18
Order 922/2026 (Official Gazette 832) approves the implementing norms, with the refund rules for unused tolls and roviniete.3
OG 15/2002 is repealed. Old bridge passes stop being valid and are refundable on request. A car rovinietă bought earlier stays valid to the end of its period.13
Money back for bridge passes paid in advance
If you bought a pack of crossings for Fetești, Giurgeni or Giurgiu–Ruse and did not use it up, the remaining crossings stopped being valid on 1 October 2026 and are refundable on request. The refund is not automatic.34
Steps
- Gather proof of payment: crossings in the pack, amount paid and how many you used.
- Send CNAIR a written request. Requests filed before the application opens are entered in it on the day it starts.
- CNAIR must provide an application for requests within 90 days of the norms coming into force (published 30 September 2026), so by 29 December 2026, and announces the date on its own website.
- Once a request is registered in the application, CNAIR has 90 working days to pay, by bank transfer to the account you give or, if you ask for it in the request, as credit in its mobile app or, where possible, back to the original payment method. If it refuses, it must say why.
The amount is: unused crossings × the price paid per crossing (for a pack, the amount paid divided by the crossings in the pack). Transfer costs and the distributor's or payment processor's commission are deducted from the amount due, and a refund is paid only if the amount due exceeds those costs.3
A rovinietă for cars, coaches and goods vehicles up to 3.5 t bought before 1 October stays valid. Other old roviniete (for example for trucks over 3.5 t) ended on 1 October and are refunded by the formula S = T × Zn / Zt.3
Sources that disagree, and how the page treats them
- Three orders, not one. Some sites tie everything to Order 888/2026, others to 913. They are different orders: 888 sets the rovinietă by Euro norm (Official Gazette 818), 913 repeals the bridge tariffs (Official Gazette 824), 922 holds the norms and refunds (Official Gazette 832). All three are cited here by number.
- “The Giurgiu and Calafat fees are not going away”. Newsweek wrote this on 24 September 2026. The text of Order 913, published on 28 September, repeals the annex with the Giurgiu → Ruse tariff, so the Romanian charge is gone. The Ruse → Giurgiu fee and the Calafat–Vidin fee are not Romanian and stay, as each crossing states.
- Calafat–Vidin among the fees that go. click.ro put the bridge on a list of 22 September. The operator's page shows its tariff, and Order 913 does not mention it.
- Old guides. Pages from April 2026 and other guides still rank for “bridge toll Fetești 2026”. They describe the tariff in force until 30 September 2026.
- The start date for trucks. Law 103/2026 postponed art. 24 to 1 October 2026, while Law 170/2026 (art. IX) has 31 August 2026 in art. 12 for TollRo. Media reported that hauliers and CNAIR asked to postpone sanctions to 1 April 2027. The page gives no TollRo start date: check with CNAIR.
Frequently asked questions
Is the Fetești bridge toll still paid in 2026?
No, not from 1 October 2026. Until 30 September the Fetești–Cernavodă toll was collected. Order 913/2026 repealed the annex with its tariff. The rovinietă on the A2 is still required.
Do you still pay the Fetești toll both ways?
No, in neither direction. There is no separate crossing toll any more. You only need the rovinietă, if you do not have one.
What is the Giurgeni bridge toll in 2026?
Zero lei. The Giurgeni–Vadu Oii bridge has no toll from 1 October 2026, and the access road, DN2A, needs a rovinietă.
Is the Giurgiu–Ruse bridge toll paid in 2026?
It depends on direction. Giurgiu → Ruse: no, the Romanian charge ended on 1 October 2026. Ruse → Giurgiu: yes, €2 for a car, Bulgaria's fee under art. 9 of its tariff.
How much is the Ruse–Giurgiu bridge toll in 2026?
Two euros for a car, six for a van up to 3.5 t, from €12 to €37 for trucks and coaches. Bulgaria's Customs Agency collects it on the Ruse → Giurgiu direction.
What is the Calafat–Vidin bridge toll in 2026?
Six euros for a car, in both directions, paid to the bridge operator. On entering Bulgaria the tariff is also shown in lei (30 lei). The 1 October changes did not touch it.
How much is the rovinietă by Euro norm?
For a car, 12 months costs 228 lei for electric, 254 for Euro VI, 292 for Euro V–IV and 330 for Euro III–0. Prices for 1, 10, 30 and 60 days are in the selector above, from Order 888/2026.
How do I get a refund for a Fetești toll paid in advance?
Send CNAIR a written request for the unused crossings. The application for requests must open by 29 December 2026. The refund is proportional to the crossings left, less transfer costs and commission.
Do I need a rovinietă if the bridge toll is gone?
Yes. Dropping the bridge toll does not cancel the rovinietă. It applies on national roads, including those leading to the bridge, except stretches inside the built-up area of municipalities. Foreign-registered cars need it too.
What do trucks over 3.5 t pay?
The rovinietă no longer applies to them. They pay TollRo, per kilometre, by mass, Euro norm and road. No separate toll is added at the Romanian bridges. Check the TollRo start date with CNAIR.
Is anything paid at the ferries?
Yes, to the operator, not as a state toll. Fares differ from one crossing to another and timetables change in low water.
