Gas and boiler deadlinesROEN

Heating season has started · gas and boiler checks in Romania

When do the gas check, the gas inspection and the boiler check expire?

Romanian homes with a gas connection have three separate clocks: the gas installation check at most every 2 years, its full inspection at most every 10 years, and the ISCIR check of the boiler every 2 years. Enter the date on each paper and see when each deadline falls due.

The dates on your papers

Date of the check record (fișă de evidență), the “Nr. … / data …” line at the top.

Date of the inspection record.

Date on the check report in the boiler logbook (livretul aparatului).

Leave a field empty if you do not know the date: the page shows where to look.

  • Gas installation inspectionat most 10 yearsEarlier after more than 6 months out of use or after an event that may have affected the installation.
  • Periodic boiler check2 yearsDone by an ISCIR-authorised firm. No gas work replaces it.

Your calendar, deadline by deadline#

The three clocks on a timeline

An indicative calculation from the dates entered and the general rules. For gas, the work is done by the date on your supplier’s notice (art. 6(2)); for the boiler, the date in the logbook counts. The page does not confirm that an installation is safe.

Where to find each date on your papers#

Three documents hold the three dates. People go wrong most often with the record sheet. The “Data scadentă” line in its middle repeats the deadline from the notice, that is, the deadline of the job the firm has just done. The date to enter in the calculator is the one in the header, at “Nr. … / data …”.

Check, inspection and ISCIR: what each one means#

In Romania people say “revizie” for four different things. Three have a legal deadline. The fourth is a maintenance duty with no fixed interval.

1. Technical check of the gas installation (verificare)

How often
At most every 2 years and on your request (art. 3(2) of the ANRE procedure). An inspection in the same year takes its place (art. 3^2).
What happens
An authorised operator checks the joints and gaskets, exposed pipework, the safety and regulating equipment, vents and manholes. It tests tightness at working pressure with soapy water or another method, asks for the papers on flue cleaning and on the appliance checks, and tests the gas detector if there is one. It completes the record sheet.
Who
A firm authorised by ANRE for gas installations (type EDIB for pressures up to 6 bar), chosen by you.
Authority
ANRE, the national energy regulator.

2. Technical inspection of the gas installation (revizie)

How often
At most every 10 years. Earlier after more than 6 months out of use, after any event that could have affected the installation, and on your request (art. 3(3)).
What happens
The same controls as the check, plus a pressure tightness test of the whole installation with compressed air, and a pressure strength test of any parts replaced or modified (annex 5 of the procedure, table 3, points 11 and 12).
Who
The same kind of ANRE-authorised firm, chosen by the client for each job.
Effect
Takes the place of that year’s check; the next check is due at most 2 years after it and the next inspection at most 10 years (art. 3^2).

3. Periodic technical check of the boiler (VTP)

How often
Every 2 years (PT A1-2010, art. 21(1)). It applies to heating appliances with a rated output of up to 400 kW.
What happens
The logbook, the integrity of the appliance, combustion and flue gases and the safety devices are checked. The result, “ADMIS” (admitted) or “RESPINS” (rejected), goes into the logbook with the next due date.
Who
A legal entity authorised by ISCIR, the state inspectorate for boilers, pressure vessels and lifting equipment.
Basis
Law 64/2008 and the technical rule PT A1-2010. It does not depend on the gas installation.

4. Boiler maintenance (the service)

How often
The law sets no interval for all boilers. It obliges the owner to have maintenance done by authorised persons, following the documentation and technical rules (Law 64/2008, art. 14 let. c; fine of 2,000–15,000 lei, art. 24(1) let. a). Maintenance is done by the manufacturer or an ISCIR-authorised firm (PT A1-2010, art. 25). The “ADMIS” verdict holds on condition that the manufacturer’s instructions are followed (art. 23).
What it means for you
If the manual asks for yearly maintenance, it has to be done yearly for the verdict to stay valid, and the warranty may ask for the same. It has no fixed date in the law and replaces no other operation.

How the three deadlines link up#

An inspection takes the place of the check

An inspection of the gas installation takes the place of that year’s periodic check, and the next check is due at most 2 years after the inspection (art. 3^2(1) and (2)). An inspection done for another reason, after a long stoppage, an event or on request, takes the place of the periodic inspection, and the next inspection is due at most 10 years later (paras 3 and 4).

If the inspection was done in a year before the one in which the check fell due, the calculator shows two dates. The text speaks of the check “of that year” and does not say plainly whether an earlier inspection moves the deadline. For gas, the work has to be done by the date on your supplier’s notice (art. 6(2)).

ISCIR stays separate

The boiler check has a different legal basis, a different authority and its own cycle. A gas inspection does not move it, and a boiler check does not replace the check or the inspection of the gas installation.

The gas firm asks for proof of the ISCIR check

At a check or inspection the client must show the firm documents proving that the periodic check of the gas appliances was done on time and that the flues were cleaned and checked (art. 6(9) of the procedure). If the papers the technical rules require are missing, the firm has the right to cut the gas (art. 11(5)). A boiler check that has expired or is missing can therefore lead the firm doing the gas check to cut the gas.

What happens if you miss a deadline#

The figures below are the limits written in the law. The inspector sets the actual amount between the minimum and the maximum.

SituationFineBasis
Gas installation used without a check or inspection in date, individual1,000–2,000 leiLaw 123/2012, art. 194 pt. 9 and art. 195(1) pt. 1 let. a
The same act, legal entity5,000–100,000 leiart. 195(1) pt. 2 let. a
Breach of ANRE technical regulations, individual2,000–4,000 leiart. 194 pt. 34 and art. 195(1) pt. 1 let. b
Boiler used without in-use technical supervision and checks15,000–25,000 leiLaw 64/2008, art. 14 let. f and art. 24(1) let. b

For the Law 64/2008 fines, half of the minimum can be paid on the spot or within 15 days of receiving the report (Government Ordinance 2/2001, art. 28, cited in the note to the consolidated text). The ANRE procedure adds that failing to do the check or inspection on time, and failing to fix defects, can make the final client liable (art. 17).

Who can cut the gas

  • The firm doing the check or inspection, if the installation does not meet the safety conditions or the required documents are missing (art. 11(5) of the procedure).
  • The distributor. If, after updating its database, it finds that a consumption point has had no periodic check or inspection, or that defects noted on the record sheet were not fixed, it has the right to stop the supply to that point “on the day of the finding” (ANRE procedure, art. 14^1, referring to Law 123/2012, art. 138(2) let. f). It has the same right for gas leaks not fixed at once, until they are fixed (art. 13(4)), and for danger of explosion.
  • The supplier may limit or stop supply “under the conditions specified in the contracts” (Law 123/2012, art. 143(2) let. c). Your conditions are in the general terms of your supply contract.

This is a right of the distributor, and the text provides no grace period after the deadline. The supplier’s notice, sent at least 60 days ahead, is how the deadline is communicated to you.

What commercial pages say

Commercial pages contradict each other and the text. A Playtech article of 20 October 2025 gives fines of 2,000–4,000 lei and does not mention that an inspection takes the place of the check. That amount matches art. 194 pt. 34 (breach of ANRE technical regulations), while the act of using the installation without a check or inspection in date has a range of 1,000–2,000 lei for an individual (pt. 9). A Capital article of 12 February 2020 speaks of yearly inspections and fines of 30,000–100,000 lei, amounts that match no letter of the articles cited above. One calculator in the search results calls the inspection “every 2 years” and the check “every 10 years”, the reverse of the ANRE procedure.

Who does the work, who pays and how to find your deadline#

Who pays

You do. You choose the firm from the authorised ones and set the price in the service contract (art. 6). The notice from the supplier is free (art. 5(1)). Defects found are fixed at your cost, by the firm that did the check or another (art. 6(10)). For a shared installation, for example in a block of flats, the repair costs are split between all the clients it serves (art. 7(10)). The page gives no prices: the procedure only requires the value of the service to be written in the contract (annex 2).

Where to see your deadline

  1. The record sheet. The firm draws it up in three copies, for you, itself and the distributor, registers it with the distributor within 5 working days of drawing it up, and no later than the due date on the notice, and sends you your copy within 2 working days of registration (art. 9).
  2. The supplier’s notice. The gas supplier must send it on its own initiative, free of charge, attached to the bill, at least 60 days before the deadline. It states the last registered date and a “no later than” date (art. 5).
  3. The distributor and the supplier. The distributor keeps a database with the last job and the deadline for every consumption point and passes it to the supplier at least 90 days before the deadline (arts 13 and 14). Ask your supplier, quoting the consumption point code on your bill.
  4. The boiler logbook, for the boiler: the last page of the report has the line “SCADENȚA următoarei verificări”.

A shared installation, for example in a block of flats, has its own deadlines too. When they are not known, the check or inspection of the shared installation must be done together with that of the individual installation (art. 7^1 of the procedure), and the notice also states the date for the shared installation, if there is one (annex 1).

No public online lookup of the deadline was found at the distributors. If you have the record sheet, the notice or the logbook, you do not need one.

Frequently asked questions#

How often is the gas check in Romania?

At most every 2 years. The periodic technical check of the gas installation is mandatory for every final client (the ANRE procedure approved by Order 179/2015, art. 3(2) and (4)).

Is the gas inspection every 2 years or every 10 years?

At most every 10 years. The check is the 2-year one. Some pages swap them. The inspection comes earlier after more than 6 months out of use, after an event that could have affected the installation, and on the client’s request.

When does the ISCIR check of a boiler expire?

2 years after the date of the check report in the boiler logbook. The due date is written on the last page of the report, at “SCADENȚA următoarei verificări” (PT A1-2010, art. 21).

What is the difference between a gas check and a gas inspection?

The check is the periodic control, at most every 2 years. The inspection adds pressure tests and is the fuller job, at most every 10 years or earlier in the cases listed. Both are done by ANRE-authorised firms and end with a record sheet.

Is there a calculator for the gas inspection deadline?

Yes, the one on this page. Enter the date of the last check, the last inspection and the last ISCIR check and you get the three separate deadlines. The result is indicative: for gas, the work is done by the date on your supplier’s notice.

If I had the inspection done, do I still need the gas check?

The inspection takes the place of that year’s check. The next check is due at most 2 years after the inspection (art. 3^2 of the procedure). If the inspection was done in a year before the one in which the check fell due, the text does not say plainly whether it moves the deadline; check the date on your supplier’s notice.

Are ISCIR and the gas check the same thing?

No. The gas check concerns the installation and is regulated by ANRE. The ISCIR check concerns the boiler and is regulated by ISCIR through PT A1-2010. They have different deadlines, firms and papers.

Which checks does a gas boiler need?

The periodic ISCIR check every 2 years by an ISCIR-authorised firm. Maintenance following the manufacturer’s instructions is also needed, and for the gas check, proof that the flue was cleaned and that the boiler check is in date.

Is the yearly boiler service compulsory?

The law sets no yearly interval. It requires maintenance by authorised persons following the documentation and technical rules (Law 64/2008, art. 14 let. c), and the “ADMIS” verdict assumes the manufacturer’s instructions are followed. If the manual asks for yearly maintenance, follow the manual.

What fine can I get for missing the gas check?

For using the installation without a check or inspection in date, an individual risks a fine of 1,000–2,000 lei (Law 123/2012, art. 194 pt. 9 and art. 195). For the boiler, Law 64/2008 provides 15,000–25,000 lei (art. 14 let. f and art. 24). Figures in some press articles do not match these texts.

Can my gas be cut if I miss the check?

Yes, it is possible. If, after updating its database, the distributor finds that the periodic check or inspection was not done, it has the right to stop supply to the consumption point on the day of the finding (ANRE procedure, art. 14^1). The firm doing the work may cut the gas if documents or safety conditions are missing, and the supplier may limit or stop supply under the contract conditions.
