Romania's Digital-Nomad and Work Visas: A Chinese-Passport Guide
How do you get the nomad visa, and how much money? Of ten papers the hardest is the income line: each of the last 6 months above 3 average gross wages (about 29,127 lei/month on July 2026); with a job offer take the work visa, the employer moves first; students and family are not this page's.

Three sentences to keep: the nomad has two doors — a foreign employee contract, or a 3+ year foreign company; the bar is a formula, not a figure, expired it recomputes; those already in Romania read the extension segment, not the visa one.

Three tracks: nomad, residence, work

The nomad visa: ten papers, two doors
The visa stage (OUG 194 Art. 49(2^1), Legea 22/2022): a) the work contract with the non-Romanian company, original + authenticated translation, proving remote IT&C work, or proof of remotely running your own foreign company for 3+ years at request date; b) the company paper, original + translation: company ID, contact, field, your role, legal representatives; c) the letter of intent, original + translation: purpose and planned activities; d) the tax-clearance paper (apostilled/superlegalized + translation): taxes current, no evasion/fraud; e) the ticket booking (or driving papers + itinerary); f) medical insurance for the whole visa, valid in Romania, at least €30,000; g) means of at least 3× the average gross monthly wage, for each of the last 6 months + the whole visa; h) proof of accommodation; i) the criminal record (apostilled + translated, origin + residence/income state); j) whatever else the authorities ask. After entry: 6 months first, then the tax office
The residence stage (OUG 194 Art. 69): nomads jointly meet two rows: the foreign contract (original + translation) or the 3+ year foreign company run remotely (same bar as the visa), plus the company paper. The income line as at the visa: 3× the average gross monthly wage, for the requested period. First extension: 6 months; later ones need the bar still met + the income certificate from the tax authority. Online filings go through the IGI portal (portaligi, open 18.09.2026, 200).

The work visa: the employer runs first
In two laps. First the employer gets the work authorization (aviz de angajare, under the special foreigners-employment law, at IGI — an employer-side procedure, named only, not unfolded). Then the worker seeks the D visa with the authorization copy (OUG 194 Art. 44): means at the national minimum gross wage for the whole visa, criminal record (domicile/residence), medical insurance for the visa. Apply within 180 days of the employer's authorization; the National Visa Center decides in 20 days. The no-copy categories (treaties, ministerial orders, branch heads, etc.) don't usually concern Chinese passports — article cited, not unfolded; seasonal workers add accommodation proof (para. 2^1). Blue Card note: the EU Blue Card is IGI's residence+work ID for the highly qualified (Art. 2(s)) — this page notes its existence; the bar stays unfolded.

The statutory formula (OUG 194 Art. 49(2^1)(g) + Art. 69(3)): monthly income ≥ 3× the average gross monthly wage. The input (the INSSE national monthly gross series, fetched 18.09.2026): July 2026, 9,709 lei (latest published; August unreleased). Result: 3 × 9,709 = 29,127 lei/month, computed 18.09.2026. The recompute rule: INSSE updates monthly, IGI applies its own vintage — re-check at filing; expired figures lapse. This site's figures always carry dates; bare numbers are never written.
