Transit and time budget — checked 17 October 2026

European Commission FAQ 17 distinguishes international transit from a flight between Schengen airports. Airline confirmation of transfer and bag arrangements remains necessary. The guide deducts 120 minutes to be back at OTP, 60 minutes of transport and another 60 minutes for a bag recheck; a visit requires at least 60 minutes remaining. It does not recommend city sightseeing on a night arrival; from 12 effective hours, accommodation can be checked separately. CNAB gives roughly 40 minutes between trains and a journey of about 20 minutes. Waiting, disembarkation and queues are outside the simplified formula. Review by 17 November 2026 or sooner if rules or transport change.

Route 100 links Henri Coandă Airport with Piața Unirii 2 around the clock. CNAB gives intervals of about 15 minutes by day and 30 minutes at night. A metropolitan journey costs 3 lei and is valid for 90 minutes; contactless bank-card payment is available. During the works, routes 100 and 442 stop only in front of the Departures Terminal; the Arrivals stop is suspended. No reopening date is confirmed here. Check airport signs before leaving. D5 · Measurements and taxi math

Nominatim coordinates + OSRM: OTP→Gara de Nord 17.3 km / 26 min, OTP→University Square 18.8 km / 29 min (2026-09-18). PMB band (approved max 3.5 lei/km, practiced 1.39–1.40, verified at the monthly budget guide on 2026-09-17): 18.8×[1.39, 3.50]=[26.1, 65.8] lei. Flag-fall excluded, traffic adds more.

The four terminal services remain unverified. The scope of residence-permit exemptions remains unverified. Bus information was checked with CNAB and TPBI on 16 October 2026. Check airport signs for the temporary stop change.

D7 · Entry/Exit System (EES) — checked 20 October 2026

The European Commission says the EES has been fully operational at all external border crossing points of participating countries since 10 April 2026. The Romanian Border Police announced operation at all Romania’s external border crossing points on 2 March 2026. The system records travel-document details, entries and exits, a facial image and fingerprints for most non-EU nationals making short stays; some categories are exempt. For short-stay visa holders, fingerprints collected for the visa are already held in the Visa Information System (VIS) and are not recorded again in EES; the system records a facial image.
