mae.ro/en/node/64417 (fetched 2026-09-18): common list of 12 + 11 added by Romania, full text on the document cards. China on neither: single-airport transit needs no ATV. From the same page: ATV never permits leaving the transit zone (not even overnight); via 2+ Schengen airports or an airport change → type-C visa; valid uniform / long-stay / residence permits exempt from ATV. Caution: other Schengen states may add unilaterally; connections via another airport need that state's list (Annex 7B).

Nominatim coordinates + OSRM: OTP→Gara de Nord 17.3 km / 26 min, OTP→University Square 18.8 km / 29 min (2026-09-18). PMB band (approved max 3.5 lei/km, practiced 1.39–1.40, verified at the monthly budget guide on 2026-09-17): 18.8×[1.39, 3.50]=[26.1, 65.8] lei. Flag-fall excluded, traffic adds more.

The airport site (bucharestairports.ro) returns 403: lounges, SIM, exchange, and overnighting are unverified. The scope of residence-permit exemptions is unverified (the router outputs check-only). STB express numbers and fare are unverified. Recurrence: visa pages quarterly, tariffs yearly, measurements yearly.
