Hours to kill: stay or go? Three questions give the verdict — your time, your documents, your arrival hour: stay in the terminal, dash into the city, or overnight. Every verdict carries its arithmetic and its limits.
Rules come from the MFA visa pages; distances are measured; in-terminal items are unverified and unwritten.
Three sentences first: a Chinese passport needs no transit visa for a simple connection, but leaving the airport means entry and needs a visa; be back at OTP two hours before departure; the lounges and exchange counters inside the terminal are unverified and unwritten.
Three questions: stay, go, or overnight
Pick four answers, get a verdict. The algorithm is public: rechecked luggage costs an hour; the buffer is two hours plus about one of travel; city hours = the rest minus three. An unknown rule always routes to stay or check, never to go.

No visa: stay at any length (airside transit needs no ATV). With a residence permit: check first — which permits exempt entry is unverified.
Documents: transit and entry are different things
Transit (never leaving the international zone) and entry (leaving the airport) follow different rules. Chinese passports: on neither transit list, at no. 22 on the entry list.
Airport transit visa: China is on neither list
Common list, 12 states (Afghanistan, Bangladesh, DR Congo, Eritrea, Ethiopia, Ghana, Iran, Iraq, Nigeria, Pakistan, Somalia, Sri Lanka); Romania adds 11 (Egypt, India, Lebanon, Palestine, Morocco, Nepal, Tunisia, Yemen, Syria, Tajikistan, Uzbekistan). China is on neither: single-airport transit airside at OTP needs no ATV. ATV never permits leaving the transit zone (not even overnight); via 2+ Schengen airports or an airport change → type-C visa.

Entry needs a visa: China is listed at no. 22
MAE Annex 1 (Regulation EU 2018/1806): Chinese passports enter Romania with a visa. Leaving the airport = entry: a Schengen short-stay visa is needed (rules in the short-stay guide, not repeated here). Holders of a valid uniform visa / long-stay visa / residence permit are exempt from ATV (MAE exemption clause, full text on the method page).

Three legs: train, bus, taxi
Train data comes from the official CFR page (2026-09-18); STB express numbers are unverified; the taxi figure is a computation, never a quote. Distances are OSRM-measured, no traffic.
Train: Gara de Nord ⇄ OTP, 20–25 minutes, 6.50 lei
CFR runs daily Gara de Nord – OTP (some stop at Parc Mogoșoaia / Patinoar). Flat 6.50 lei: ticket office (until 3–5 min before), site/app (until departure), Kiosk (5 min), contactless POS on board, SMS 7458 (30-min validity).

Bus: STB serves the airport, express lines unverified
STB's station page confirms the Henri Coandă Departures/Arrivals stop (linked). Express line numbers could not be verified from the static page: unwritten here; check stb.ro and station signs. Standard STB fare is 3 lei (tariff page 2026-09-17, verified at the monthly budget guide); the airport express may differ — unverified, unwritten.

Taxi: 18.8 km → about 26–66 lei (computed)
OSRM measures OTP→University Square 18.8 km / 29 min (2026-09-18). The PMB band verified at the monthly budget guide (approved max 3.5 lei/km, practiced 1.39–1.40) multiplied: 18.8×[1.39, 3.50]=[26.1, 65.8] lei. Flag-fall excluded (the monthly budget guide's caveat inherited); traffic adds more. A computation, not a quote.
