RUMANIAN PRESIDENT GHEORGHE GHEORGHIU-DEJ CASUALLY TOLD THE US CHARGE IN BUCHAREST THAT HE PLANS TO "VISIT NEW YORK" THIS FALL. SINCE HE PROBABLY WOULD NOT ATTEND THE UN GENERAL ASSEMBLY UNLESS OTHER BLOC LEADERS PARTICIPATED ALSO, HIS REMARK MAY BE A TRIAL BALLOON TO DETERMINE US REACTION TO A POSSIBLE VISIT BY KHRUSHCHEV FOR THE PURPOSE OF TRYING TO ARRANGE FOUR POWER NEGOTIATIONS OVER BERLIN.

A. MOSCOW HAS NOT GONE BEYOND A BRIEF ANNOUNCEMENT, BACKPAGED IN PRAVDA REPEAT PRAVDA, NOTING THE GENERAL TOPICS RAISED IN THE SPEECH. OF MORE INTEREST IS THE NEWSPAPER'S REPRINTING, IN THE SAME ISSUE, OF A RECENT ARTICLE ON THE PRESIDENT BY JAMES WECHSLER IN THE NY POST REPEAT NY POST. AMONG THE PASSAGES IN THE ARTICLE IS THE FOLLOWING: "COMMUNIST PROPAGANDA TRIES TO EQUATE ALL AMERICAN ACTIONS WITH VICIOUS INTRIGUES OF WALL STREET IMPERIALISTS...IF KHRUSHCHEV BELIEVES THIS DOCTRINAIRE NONSENSE THEN HE IS A MADMAN AND WE ARE ALL DOOMED;"

B. CHINESE COMMUNISTS DISMISS THE SPEECH AS THE "USUAL EMPTY PROPAGANDA;"

C. THE EAST GERMANS HAVE CONCENTRATED ON CONDEMNING THE STATEMENTS ON THE GERMAN PROBLEM,BUT POLISH, RUMANIAN AND CZECH COMMENTARIES HAVE CENTERED THEIR CRITICISMS ON US DISARMAMENT PROPOSALS. THEY NOTE THE PRESIDENT'S EXPRESSED WILLINGNESS TO NEGOTIATE, BUT DENY SEEING ANY SIGNS OF A DEPARTURE FROM STANDARD US FORMULATIONS;

D. BELGRADE,HOWEVER, HAS SUGGESTED THAT THE SPEECH DESERVES CAREFUL STUDY AND NOTED A "POSITIVE" APPROACH TO DISARMAMENT;

E. THE CUBANS OUTDO THE BLOC, WITH THE EXCEPTION OF THE CHINESE, IN UNCONSTRUCTIVE CRITICISM;

F. INITIAL INDIAN COMMENT SAYS THE ADDRESS IS REGARDED BY MANY AS A STRIKING REFLECTION OF THE NEW ADMINISTRATION'S FLEXIBILITY AND FAIRNESS THE PRESIDENT'S FRIENDLY REFERENCES TO THE BELGRADE CONFERENCE ARE NOTED.
