5 October 1949 (the third recognition); 2 August 1969, Nixon–Ceaușescu on China; 1–9 June 1971, Ceaușescu in China; 12–14 June 2004, the Ample Partnership; 25–26 November 2013, the joint declaration and the second 16＋1 summit; 12 April 2019, Dubrovnik. This page tells dates ＋ documents only: 11 markers, each with a source, no trade totals (they live on the Dashboard); Beijing's 1968 reaction has no filing quote and stays out; Lupu gives 3 October, five official and academic sources give 5 October — the page keeps 5 and notes the split; Cernavodă and 5G have no primary filing and stay out.

5 October 1949 — Recognition: the third country
The MFA: “Romania was the third country to recognise the P.R. of China in October 1949, diplomatic relations being established on 5 October 1949, at embassy rank.” The Chinese Embassy newsletter, Oct 2024: “On 5 October 1949 the two countries establish diplomatic relations, Romania being the third country to recognise the founding of the new China.” (Translations; originals quoted on the method page.)

1950 — The first ambassador to Beijing
“Romania's first ambassador to the People's Republic of China was Teodor Rudenko” — serving 1950–1952 and 1957–1959 (per the Suciu memoir).

2 August 1969 — Bucharest: Nixon–Ceaușescu, on China
The declassified memcon (that day's private meeting). Nixon: “We have no interest in creating a bloc or other arrangements in Asia which can be interpreted as fencing off Communist China.” Ceaușescu: “One must understand that Asia cannot have peace or solve its problems without recognition of China's existence and drawing China into negotiations.”

1–9 June 1971 — Ceaușescu in China
The Wilson Center, after the 6 Nov 1971 memo: “Ceaușescu's visit to China [June 1-9, 1971] has chilled relations with the countries of the Warsaw Pact.” The visit dates are the bracketed ones.

December 1989 — The chill

12–14 June 2004 — The Hu visit: the Ample Partnership
At Iliescu's invitation, Hu Jintao pays a state visit on 12–14 June; the two sides sign the Joint Declaration on establishing an Ample Friendship and Cooperation Partnership (RO title verbatim on the method page).

25–26 November 2013 — The Li visit: the declaration ＋ the second 16＋1 summit
On the 25th the governments sign the Joint Declaration on Deepening Bilateral Cooperation in the New Circumstances (title and text on gov.ro); on the 26th, “Romania hosted the second 16 ＋ 1 Summit” (gov.ro, verbatim). The Chinese account: 13 commercial contracts (economy, trade, investment, quality, energy, agriculture); in November, Bucharest's fourth Confucius Institute, the cultural-centres agreement, the 2013–16 plan.

31 August – 2 September 2014 — Ponta in Beijing: Xi Jinping
At Li Keqiang's invitation, Ponta pays a working visit on 31 Aug – 2 Sept; on 2 Sept he meets XI Jinping in Beijing (gov.cn: 65 years of ties ＋ 10 of partnership). The embassy account: major projects, “especially in agriculture, energy and infrastructure”.

26 September 2015 — New York: Iohannis–Xi
“On 26 September 2015, Romania's President Klaus Werner Iohannis held a bilateral meeting in New York with China's President XI Jinping, on the UN General Assembly sidelines.” (Translation; original on the method page.) The context only, no cooperation claims.

12 April 2019 — Dubrovnik: Dăncilă–Li
A Dăncilă–Li bilateral on the 16＋1 summit sidelines: 70 years of ties ＋ 15 of partnership. Topics: Chinese firms in PPPs, a traditional-Chinese-medicine centre in Romania, agri-food exports to China, energy, the Belt and Road, EU–China ties; the Moldova-in-16＋1 proposal; reciprocal invitations.

Note (1939–41): the MFA records diplomatic relations established on 18 October 1939, between Romania and the Republic of China, interrupted on 10 July 1941 after Romania recognised the Nanjing government. After 1949 this page covers the P.R. of China only.

Method
- The date: 5 October comes from the MFA ＋ the Embassy newsletter (two agreeing officials), plus three official cross-confirmations — the 2004 declaration preamble, the “64 years” of 2013, the “70 years” of 2019; Lupu 2022 gives 3 October — one against five, the page keeps 5 and states the split here.
- Quotes: Nixon and Ceaușescu, one sentence each (the FRUS English originals); the “second 16＋1 summit” is gov.ro's English wording; the 1939–41 note is the MFA's wording in translation, marked as such. Translations are marked as translations.
- Beijing's 1968 reaction: the Wilson Center summarises it, with no filing quote — the house rule (strong claims need filing quotes) keeps it out. Cernavodă and 5G: no primary filing, out. Trade totals: none, they live on the Dashboard.
- The pre-visit gov.ro page of 2013 (“a declaration will be adopted”) announces, it does not prove; the 2013 marker rests on the 25 November declaration page (title ＋ text) and the summit page (the second 16＋1), both post-event.
